if table's statistics stale, optimizer use them?

i checking statistics using query:

select       owner,table_name,partition_name,subpartition_name, num_rows,last_analyzed dba_tab_statistics stale_stats='yes'

stale stats still “used”, it’s oracle can detect stale stats , re-collect them necessary
