i have asp.net core web api. use iurlhelper.action generate qualified url. when pass

it escapes Ø , whitespaces not *

%c3%98stjylland%20-%20copy*

no characters should escaped. why happen? have use webutility first decode url urlhelper , encode again webutility escape special characters?
